What is a homeowners insurance policy fee?

Homeowners insurance rates seem high enough as it is. Why do consumers have to pay for specific coverages, charges and fees. The homeowners insurance policy fee is the hardest of the extra cost to figure out. What is this fee? How does it help the consumer?
Some insurance companies charge $10 a month, for a policy fee. If you have an annual contract this adds $120 to a policy. How can insurance companies get away with such a fee? Is this a loop hole, or a way for homeowners insurance agents and companies to get more money?
